CTPF’s 2026 legislative priorities include aligning contributor
election petition deadlines, strengthening payroll record retention
to support audit authority, and advancing legislation to raise the
health insurance reimbursement subsidy cap from $65 million
to $100 million to help protect retiree coverage from cost increases.
“This legislative agenda is essential to CTPF’s day-to-day operations and to the
retirement security our members count on. From improving payroll record retention
that supports accurate benefits administration, to protecting retiree health insurance
coverage, these measures help keep the Fund running efficiently and ensure members
receive the benefits they have earned,” said Executive Director Carlton W. Lenoir, Sr.
Current legislation advancing these priorities includes HB 4575/SB 2818 (electoral
petition deadline fix) and HB 4576/SB 2861 (payroll record retention), which passed the
House Personnel and Pensions Committee with strong bipartisan support. The measures
were supported by testimony from Executive Director Carlton Lenoir, Sr. and hundreds
of witness slips filed by Trustees, members, and stakeholders. Both bills moved to the
full House, where continued bipartisan backing is expected. SB 2818 and SB 2861 have
both passed out of committee with favorable recommendations. A subject matter
hearing on HB 4396/SB 1893, highlighting the importance of this bill, will be held in May.

CTPF HONORS RTAC’S 100
YEARS OF SERVICE
During their March 19, 2026, meeting, the CTPF Board
of Trustees honored the Retired Teachers Association
of Chicago (RTAC) with a special resolution in
recognition of RTAC’s 100th anniversary. Founded in
1926, RTAC has spent a century advocating for the
pensions, benefits, and financial security of retired
Chicago educators. The resolution recognizes RTAC’s
longstanding partnership with CTPF, its leadership in
securing pensioner representation on the Board of
Trustees, and its continued commitment to member
engagement and collective action on behalf of retirees. Read the resolution at

SPRING LEGISLATIVE UPDATE
CTPF BOARD ISSUES RESOLUTION
COMMENDING ILLINOIS ATTORNEY GENERAL
During their March 19, 2026, meeting,
the CTPF Board of Trustees adopted a
resolution thanking Illinois Attorney
General Kwame Raoul and his office.
The action follows the March 13, 2026,
announcement of a conviction in a case
involving the theft of more than $100,000
in CTPF pension benefits.
“This resolution reflects our Board’s
commitment to safeguarding the integrity
of the Fund and protecting the benefits
our members have earned,” said Jacquelyn
Price Ward, President of the CTPF Board of Trustees. “We appreciate Attorney General
Raoul and his office for their diligence in pursuing this case and for reinforcing the
message that pension fraud will be taken seriously and prosecuted.” Read the
