CTPF Board of Trustees Adopts Resolution Thanking Illinois Attorney General for Prosecution of Pension Fraud

During their March 19, 2026, meeting, The Board of Trustees of the Chicago Teachers’ Pension Fund (CTPF) adopted a resolution expressing its appreciation to Illinois Attorney General Kwame Raoul and the Office of the Illinois Attorney General. The resolution follows the March 13, 2026, announcement by the Attorney General’s office of a conviction in a case involving the theft of more than $100,000 in CTPF pension benefits.  

“This resolution reflects our Board’s commitment to safeguarding the integrity of the Fund and protecting the benefits our members have earned,” said Jacquelyn Price Ward, President of the CTPF Board of Trustees. “We appreciate Attorney General Raoul and his office for their diligence in pursuing this case and for reinforcing the message that pension fraud will be taken seriously and prosecuted.”  

CTPF serves approximately 98,000 active and retired educators and their beneficiaries. As part of its fiduciary oversight, the Fund has strengthened internal controls, improved early detection of improper payments, and enhanced recovery efforts, including referrals to law enforcement when warranted. These measures are designed to protect member benefits and preserve public trust in the administration of pension funds. 

The resolution formally recognizes the professionalism of the Office of the Illinois Attorney General and affirms the importance of continued collaboration between pension funds and law enforcement. CTPF remains committed to vigilant oversight, strong internal controls, and responsible stewardship of public pension assets on behalf of Chicago’s educators and their families. 

The resolution reads as follows:

WHEREAS, the Chicago Teachers’ Pension Fund (CTPF) is entrusted with safeguarding the retirement security of approximately 98,000 active and retired educators and their beneficiaries; and 

WHEREAS, protecting member’s benefits from fraud, misuse, or misappropriation is a core fiduciary responsibility of the CTPF Board of Trustees; and 

WHEREAS, on March 13, 2026, Illinois Attorney General Kwame Raoul announced the successful prosecution of a case involving the theft of more than $100,000 in pension benefits, following a referral from CTPF to the Attorney General’s office; and 

WHEREAS, the prosecution of pension fraud underscores the seriousness with which the State of Illinois treats crimes involving public retirement systems and serves as an important deterrent to misconduct that threatens the integrity of pension funds; and 

WHEREAS, the diligent work of the Office of the Illinois Attorney General affirms that misuse of pension assets will be investigated and prosecuted, reinforcing public trust in the administration of retirement benefits for educators; 

NOW, THEREFORE, BE IT RESOLVED, that the Board of Trustees of the Chicago Teachers’ Pension Fund hereby expresses its sincere appreciation to Attorney General Kwame Raoul and the Office of the Illinois Attorney General for their professionalism, diligence, and commitment to protecting public pension assets; and

BE IT FURTHER RESOLVED, that the Board acknowledges the importance of strong partnerships between pension funds and law enforcement in preserving the integrity of retirement systems and protecting the earned benefits of educators; and 

BE IT FURTHER RESOLVED, that this resolution is adopted in recognition of the Attorney General’s efforts on behalf of CTPF’s members and beneficiaries and in support of continued vigilance against pension fraud.
