The 2025 Open Enrollment Period for retiree health insurance is October 1 - October 31, 2024. Plan changes made during Open Enrollment become effective January 1, 2025.  

New in 2025 

Non-Medicare Plans 
CTPF is offering a single Non-Medicare Blue Cross Blue Shield (BCBS) PPO plan and eliminating the UnitedHealthcare (UHC) Non-Medicare PPO. The BCBS HMO is unchanged and will also be offered. If you are currently enrolled in a CTPF Non-Medicare PPO plan, you will be automatically enrolled in the new BCBS Non-Medicare PPO effective January 1, 2025, unless you elect to move to the HMO plan during Open Enrollment. 

You may also enroll in a non-CTPF plan. If you do so, you may be eligible for a health insurance rebate, paid annually, after filing appropriate applications and documentation. Additional information on the rebate program can be found on the Health Insurance Premium Subsidy page at ctpf.org/ctpfsubsidy. 

Medicare Plans 
Plans and plan design for 2025 remain unchanged for Medicare Plans. 

Health Insurance Premium Subsidy

At the August 2024, Board of Trustees meeting, the health insurance premium subsidy was set to 60% for 2025. The subsidy is only available to eligible CTPF members. Dependent coverage is not eligible for the subsidy.

Plan Options

CTPF-Sponsored Health Insurance Program

Choosing a health insurance plan for you and your eligible dependents is one of your most important decisions. CTPF sponsors comprehensive health insurance plans designed to promote wellness and provide high-quality coverage at a reasonable cost. CTPF offers health insurance benefits to retirees, dependents, and survivors if the retiree's final teaching service was with the Chicago Public, Charter or Contract Schools.     

Qualified retirees may enroll in a plan for: 

  • Non-Medicare eligible members 
  • Medicare-eligible members who maintain enrollment in Medicare Part A and Part B 
Eligibility & Enrollment Requirements

CTPF retirees/survivors and their eligible dependents may qualify to enroll in a CTPF health insurance plan. To qualify, CTPF must be the retiree’s final retirement system. A retiree/survivor and/or dependent may initially enroll in a CTPF plan once in a lifetime unless they experience a qualifying event. A member who leaves a CTPF plan after initial enrollment may re-enroll in a CTPF health insurance plan one time (during Open Enrollment) without a qualified change in status, with proof of prior medical and prescription drug coverage.
